It looks/sounds like some sort of tree sap to me. My secret weapon on tree sap is denatured alcohol. Soak the tip of a wadded up paper towel and hold it on the spot to let it dissolve the sap and it'll wipe right off. You can get it in the paint thinner aisle of almost any big box or hardware store. It's safe on paint too.
