State ref measures 20 inches away from the exhaust at a 45 degree angle which could have a big difference on the decibel level being read.

Yah, I figured they measured differently than we did so that will definitely skew the results big time. However, we measured at 3 feet, they measure at less than 2, and we were still getting way over 95dB. So still safe to say any form of modification to the stock exhaust will fail you.
