That is complete BS. Dealers often do this when they have no open allocations to order a car for you to string you along until they get an allocation available.

It is impossible for them to order a car for you and have a production week assigned unless they have a production number.

When the order is placed and accepted by BMW, the dealer can access a Vehicle Inquiry Report (mine is attached) and give you a copy. It shows your order and the production number. If they cannot produce this for you with the production number, you do not have a car ordered with BMW period.
