You can't blame BMW for the dealerships, they are all privately-owned franchises. You either get a good franchise or you don't, depends on who's running the show.

Yes and no, the dealership has a product to sell and I'd like to think that BMW the brand would be able to exercise some pressure on bad dealers....or maybe they don't care.
