I think it could be done, by running the two wires (power and GND/FEM) directly to the steering wheel control module pins.
But I ended up buying a clock spring with "1143" part number for $45 shipped on Ebay. Has all options except High Beam assist. It's still being delivered to me. Once it's here, I will see what path can be done for the wire. That is if I can get to it without taking apart so the ribbon cable will not get damaged.
If you need the full option clock spring 61319351154, Ebay has a brand new "old stock" for $110...very hard to find this, and not for this low price and not brand new! (just double check the part number and confirm):
