It's because it is for both.
All the engine specs I've read say that there are two separate cooling systems. One is mechanically driven and cools the engine block and head. The other is electrically driven. The specs also say that both the air-to-water I/C and the turbo are cooled by electrically driven systems. It only makes sense then, that they are on the same system and cooled from the same reservoir.

I agree, there are 2 separate loops. If you look at the cooling diagrams, the turbo is cooled on the same loop that the engine is cooled on. I believe the oil is also cooled on this same loop rather than with its own radiator.
The secondary tank is low temp. If you added the turbo to this loop, you would heat up the coolant and I'm turn heat soak the engine.
