That is the fuel rail control valve. It's an additional pressure control valve for fine tuning.

I think you'd have to remove rail to get it out yes.
I just did the valve cover gasket and removed the rail, so I don't think there would be any other way.


I'd replace the HPFP metering unit first, and then go from there.

The next valve is a little harder to change, but it's not horrible.
You can have the fuel rail off in about 25 minutes of efficient wrenching.
