COM port settings are irrelevant
As long as the USB ethernet port functions correctly it should be OK but disable any firewalls in case these are preventing a connection
Make sure there are no other ethernet interfaces in use
When you connect the car it usually takes a few (20-ish) seconds for the PC to auto configure
Use the ipconfig command to check you have a 169. IP address.
