I think you're right... I lifted that text directly from Audi's website a couple of months ago when I was on their configurator. In the (recent) OP's case the VED and first reg fee take them well clear of danger, but it's definitely caused confusion. Many different answers from dealers/sales guys too.
A lot of websites (inc the .Gov one) don't explicitly state what constitutes list price; they refer you back to the manufacturer!
