The first number is the front, the second number is the rear.
ie: 1% / 1.5% means the front wheel is 1% larger than stock and the rear wheels is 1.5% larger than stock. Ideally, both of these percentages would be the same 1% / 1% or 1.5% / 1.5% to guarantee the front and back are rotating at the same speed, but in reality, the CPU has to compensate for this as the front and rear tires wear differently over time.
As for 275/35R19, you are correct. Some members use this setup just fine with no rubbing, while others either find slight rubbing or don't like the ride and have been forced down to 265/35R19.
