Any suggestions on how to get the dealer to actually fix this? Its been in twice in the last month, first time was when they replaced timing chain and the chain guides, second was when they said there was no problem. They said they didn't hear anything, but the dealership is in the city with lost of ambient noise so who knows.

Email BMW NA and attach a copy of your video, plus give them the recent service background. Emphasize your concerns and request that this be resolved right away. Keep a document of all emails and conversations and make notes when you talk with people on the phone or in person. This will keep them honest and let's them know you are serious and not going away quietly.
