Vehicle categories are determined by the EPA and NHTSA, not the manufacturers. The line between passenger cars and light trucks has been blurred recently by crossovers, and the GLA, Q3, XC40, etc. are all categorized as passenger cars. If you're interested you can read about it here:

The category doesn't really matter to consumers, who would have no idea what "class" the government puts the X1 in, all they see is a surprisingly spacious compact SUV.
