Compressor surge is when the valve doesnít open and the air doesnít escape the bypass valve because the spring is too stiff. This causes the excess air to bounce back and forth between the throttle body and the turbo. This can damage the turbo. Basically the air is banging into the compressor wheel of the turbo, thatís the flutter sound.
