Be careful with powder coating shop that are quick and cheap, most shop powder coat over the existing finish, some use a torch to burn off the paint and others would blast the crap out of the wheels which overheat the wheel, very few shop do chemical stripping which is the right way, very few shop does it because of the cost, the chemical stripping system is close to $20K and not many shop have this type of equipment, there is a place in Staten Island that does excellent work, the name of the place is Espo's powder coating, if you search it on Facebook you will see it, very high end exotic cars, from Honda's to Ferrari, Lamborghinis and almost anything you could imagine, very reliable and upfront, the place also has state of the art wheel mounting and balancing,they can also straighten out the wheels, they also add material to the wheel if material is missing, great place.
