Well, he's required to report to the DMV within 20 days of "
relocating". If he's cited, he will have to register it in California. Fortunately for him he drives it infrequently, but there's still a risk.......albeit low. I see a lot of Oregon, Arizona, Utah and Nevada plates. I don't really focus too much on it/them personally.
