Dealers for the most part welcome warranty work, because they get paid to so it. When they hesitate it's because they're afraid that BMW might deny it, in which case they wouldn't get paid.
A smart dealer can get around it. Manufacturers want to see replaced parts, to be sure they were replaced. The dealer I worked for had a barn full of parts he'd pulled off cars, so whatever an inspector wanted to see he'd be able to come up with.

You will smell fuel it’s going to be fumes coming from the top of your tank not leaking liquid out the bottom. If you smell gas park outside not in a garage and avoid smoking or any ignition source near the car and only fill part way until you can get the vehicle to a dealership and they will give you a loaner while they diagnose/work on it.

Look under: "What is the specific issue with the fuel tank?". Based on the description, seems like we can inspect the "welded top left access point seal" on the fuel tank.

But as others have noted, if there's even a slight opening, you'll definitely know from the smell.

Also if you have the MPPSK it seems the new tank or heat shield was coming into contact with it or maybe it was the way they installed it so they put some sort of spacer on it to fix the problem but I had to go back a couple of times before it was really fixed.

Haven't seen one yet for 2012 BMW F30. I have a 2007 328i that had the tank replaced by free by BMW already. BMW seems to keep using the same problematic parts over and over into the future. I guess that is why BMW resale value is so poor.
