2016 340i nuetral rev limitations

So I have a rebuilt B58 and still trying to work out the kinks. I recently did the bleed process for the coolant system as I replaced the mechanical water pump. I was trying to hold 2500 RPM in nuetral and the car just kept dipping down a few hundred RPM and then would climb back up. Is this normal? It is not something I noticed before I got the engine rebuilt but then again I have never tried to hold the rpms while in nuetral either.

Doesn't sound normal. Most new cars do have a neutral limit that's well below the red line though. It should go steadily to said limit though and not back off, just stop rising when it hits the limit.

Does it rev past 2500 in neutral? Or is it just fluttering at 2500? I want to say mine goes at least 4k in neutral with a rev limiter there., but don't quote me on that.

It goes past, it just flutters when I try to hold it.i can try to post a video later
