new Hawk 5.0 pads uneven rotor wear near center

I just installed new Hawk 5.0 pads about 2 weeks ago, but kept the rotors. I'm noticing a rust ring close to the center. Seems like it's not making contact to the rotors. I also forgot to bed the pads in when I installed them, but did it today following the procedure from Hawk. Still, it didn't clear it up.

Has anyone encountered something like this before? Is there any other solution aside from new rotors?

Would also be open to any suggestions for rotor brands. Thanks!

I can see the pad extending over that section of the rotor, so why it's not making contact is anyone's guess. If that ring of rust wasn't there before you changed the pads then it's the pads at fault, not the rotors. New rotors would probably suffer the same fate.

My guess would be that something possibly got stuck in between the old pad and rotor and created a groove in the rotor. Then the new pad was flat again and didn't have the indent to match the rotor anymore. Thus it's no longer making contact with it

Also, did you measure the rotor thickness before slapping new pads on?

Is that occurring on all 4 rotors or just one. If only one, pull the caliper and inspect the pad surface to ensure it is even or has a groove in it, although I've never heard of such an issue with Hawks.
