REGISTERING MY MODDED 430i

So I just moved to Maryland and is in the process of administering my car and had just failed my first inspection. The mods i currently have are:
1. Tints 25%front/20%back & back windshield
2. Downpipe
3. Coilovers
4. Aftermarket Rims
5. Stage 2 Tune (BM3)
6. Aftermarket Taillights

I failed because of (1.), (2.), (6.), is there anyway I can work around that or I have no choice but to put 2 & 6 back to stock in order to pass? also there won’t be no issues after the inspection and I reinstall the aftermarket’s?

Not sure how you think you'll "work around" illegal tint and taillights and a non-compliant downpipe?

If "the man" pulls you over, you will most likely have an issue. That's basically a lottery.

You can try to find a shop that will look past the cosmetic mods, but you will probably have to revert the DP and flash back to stock to pass the emissions initially since the shop doing the inspection will see you have a modded DP. Emissions testing is every 2 years after that and done via OBD II reader. They have self-service kiosks where you can do the emissions test yourself. I'm not modded but older posts in the forums suggest that if your tune suppresses the CEL and you can get your monitors ready, you can pass at the kiosks. Search the forums or Google around and you'll find some helpful tips.

You should be fine re-installing cosmetic mods after you pass the initial inspection since you only have to worry about the emissions after that. YMMV, but I've been running without a front plate for 3.5 years and haven't had a problem at all. I don't drive like a maniac as most of the lunatics here do, but the cops seem to be pretty apathetic in my area, so as long as you don't give them a reason to pull you over, I'd be surprised if they'd stop you just for tint or taillights. I haven't been been pulled over here (knock on wood) so I couldn't tell you if they'd actually cite you for everything they can find if you did get pulled over for something else. Like most places it probably just comes down to the individual cop writing you the ticket. I see plenty of highly modded cars on my commute, so I can't imagine the cops here are worse than anywhere else. From what I read from the Cali folks, we're way better off out here.

Down in New York we can usually find someone and slide them a couple dollars to pass them for inspection or emissions, not sure how they do it down there though

For the downpipe , if they do an OBD check, a downpipe with EPA approved cats like the active downpipe should be considered legal.

im not an expert on emission, please check with your local rep before making a purchase.

I also just noticed your profile lists Miami as your location, which I gather is where you are coming from. If you had summer tires down there you will likely want to get a set of dedicated winter tires or swap to all-seasons. Where I am, we've only gotten a couple snow storms a year in the time I've been here, but the temps will drop and stay below what is recommended for summer tires so they will ride terrible, have awful grip, and could crack. I was doing a summer/winter setup the last few years, but when my summer tires finally needed replacing this summer, I swapped to all-seasons. I didn't have a good flat workspace to swap them myself and since the snow hasn't been a factor, it just wasn't worth the hassle to have to take them in to swap. I've been happy running Michelin AS4's and haven't really missed the summer tires.
