I have a 2018 430i with standard sports seats.

The passenger side air bag plastic cover seems to have lost its clips. (see photo)

1. Would dealer address and fix for safety reason as it covers the airbag?

2. would buying the new plastic cover fix this

The issues that you have is NOT clips that are broken, your airbag cover is actually ripped open from chronic pressure/weight of the passenger. The leather cover pushes on the edge of the airbag cover and rips it open (surprised that it is that flimsy).

The only way to fix it unfortunately is to buy a new/used seat airbag. You can get any mechanic or seat shop to install it for you; definitely no need to replace the seat completely. New airbags around just under $300 brand new or under $100 on eBay. Part number for a black one on passenger side is 72127407046 which is what you need. Part number for a black one on driver side is 72127407045 (just for reference for others who search this thread).
