There are cars with trackers and onboard technology that uses gsm and gprs. Also you can legally have your phone connected to the cars handfree system and be using it.

There was a car (or cars) nearby with maybe several people in them when a phone signal was detected kind of nearby. And on that basis we'll fine the drivers in the name of road safety just in case it was one of them. Sounds watertight...nope can't see anyway of challenging that one.
