Yes, they are stretched, but they are approved for 9" and 10" rims respectively

If you look at the tire specs, installation on those rim sizes is allowed

Look at the specs

rim width range for the 225/40 - 19 is 7.5-9"
rim width range for the 255/35 - 19 is 8.5-10"
