Seems that there is an extra load/resistance to the engine when you turn on the AC (belt driven AC compressor is turned on). You might have to look into that if re-charging of the system didn't solve the issue. Any abnormal sounds when AC is on?

You said that you had it recharged twice. Was it low on refrigerant when you recharged it, either time? If it was low, it is leaking out. Sounds like a seal problem. If it wasn't low, why did you add more? More is not better and can compound the problem. What are the high and low side pressure readings?

no weird sounds other than the engine revving really high, the air is similar to having the heat on low

With air feeling like the heat is on low, it sounds like the expansion valve is not working properly. Plus, with too much refrigerant, the compressor is working harder, causing the higher rpms. A bad expansion valve is not letting the refrigerant do its job properly, when that happens, the refrigerant isn't going from a liquid to gaseous state, which is putting a strain on you compressor, which is the original cause of the higher rpms.
Get the expansion valve replaced and charged properly. The system should operate normally. Without putting any gauges on the system, the expansion valve is where I would start, and would be 90% certain that is the problem. FCP Euro has them for under $100. Before ordering, have a professional get high side and low side readings. This will help give a proper diagnosis. Edit: I haven't done any professional refrigeration in over a decade, I HATE HVAC/refrigeration! But going on my memory, that is my suggestion. YMMV. Edit 2: Try not to run the AC compressor, unless you are getting it diagnosed, as the compressor is trying to compress the refrigerant in a liquid state and not gaseous state. This will eventually damage the compressor, and that part alone is in the $1000 range.
