I started hearing a buzzing noise when the angel lights are on, sounds to me like a fan, is this normal?

Engine is off, ignition is on, light switch is off, the sound goes away when the center portion of the light is activated (low beams)

The noise comes from both lights however the passenger side headlight is louder. I thought it was a fan behind the headlights, but I don't recall them being that loud, just recently, both lights work ok.
