Hi all.
Could you tell me who has experienced this? What is the difference between the front fenders of the preLCI and the LCI?

They're the same, part # 41007329542.

Then the only difference is in the plastic airduct ,LCI plastic is solid without a hole.

If under "without a hole" you mean missing an open passage to the inside of the wheel well behind the wheel, then you are not correct. My LCI F34 has the airduct trim with that passage. - Every time I wash my car I wipe that passage clean.

"without a hole" i mean item 5. This is my item 5 on 2019 LCI. All fender i find on ebay has a hole on this thing.

And your car does happen to be "Luxury Line" and not "M Sport", right? That's the reason why "Item 5" in your car's fenders does not have the airduct opening (item 10 is also missing). I should have mentioned it in my original response.

The fenders themselves, like Billfitz said, are the same for all lines and pre-LCI or LCI F34 cars.
