My Eu license is cracked and needs to be changed.
On gov.uk it says the "tool is currently out of date" - not very helpful.

Not sure if the replacement will be a British one though. Was a bit hit and miss with the passport renewals last year but I was lucky enough to get a nice shiny blue one

Seems I need a "certificate of entitlement" from DVLA which is £372 - and the there is the license fee on top.
I'll take my chances with the broken license and spend the money on BM3 instead

If you have the missing bit, just tape it back in. If not, just clear-tape the whole front & back to stop it breaking more. It'll be fine, you can still see the photo & I don't believe there's anything on the back in that position that's important.
Have you held, at some time, a full UK licence? If so, you should be able to just renew it, seeing as you have a valid UK Passport.
If not, I believe it's a full test jobby, practical & theory.... But that may have changed in recent years. It certainly used to be IIRC.
