Help! Weird Noise And Car Wont Start

Car won't start and battery voltage drops all the way down to 5v. Any help would be appreciated thank you!!

Battery or starter.

If you can jump it, battery is more likely. However, a failing starter can draw excessive power and cause the car to not start even with a healthy battery.

Pretty sure its the starter, purchased a new battery from bmw a month ago. Thanks man!!
