Surely they should be trying to make winter tyres mandatory. Rather than leave it to such chance?

If we step back a bit. Take a look at the countries that deal with this year in year out..
Truck drivers in these countries. They don’t fit chains to all eighteen wheels. Only the driven wheels on the tractor unit.

Haven't forked out £1500 on winter wheels.

Still perfectly fine. Stayed at home 1 day in 2017 due to snow.

You also don't need to fit chains to all 4 wheels of a car. In my Q7 manual it says front only.

I would only ever fit 4 winter tyres to a rear wheel drive car. Power and steering should both have the extra grip.

But, like you, years ago I had a Golf followed by a Passat and only every put winters in the front. Never had a single issue. I accept that in a perfect world you would put all 4 on, but plenty don't and are perfectly ok.
