Should the fairing on my roof rack be super tight?

Yakima notes that there’s is able to maneuver up and down to adjust to what your hauling. Seems like in that case it should be rather loose to move freely but doesn’t seem safe to me.

Thoughts?

It should have a range of adjustment but by no means should it be loose.
