Anyone help me with trying to mimic this photo

Trying to mimic this photo with the lights streaking like that. Ive tried long exposure on my camera and cant seem to get it to work. Can some
one help.

That shot was probably taken with a star filter.

They're commonly available with 4, 6, or 8 pointed stars. If you want to get a little more wacky, Google "diffraction grating camera filter".
