Xenons and especially LEDs cause more glare for older people because of the amount of blue light they emit. Blue light scatters more in the eye, and as you get older the lens of the eye degrades and creates more scatter that you cannot focus. That is perceived as glare. Some people over here have taken to wearing yellow tinted glasses to cut down the amount of blue light reaching their eyes. I've done this on occasion as eye surgeries mean I can see into the low end of the ultraviolet.

People putting LED "bulbs" in halogen lights is a big issue. Light goes every which way in the dip or main bean position. Good luck telling anyone using them that they are a bad idea. It's not helped by the awful headlights we have to tolerate here courtesy of the US DoT. They wouldn't know a good headlight pattern if it fell on them. Can you believe they were still selling new cars here in 1997 with transverse filament sealed beams? Having just left an E30 with decent halogen projectors and separate high beams, I was appalled.

This week, with no headlight washers, I’m not actually convinced that my Tesla has headlights. Still looks like it dazzles all and sundry on two laners, but as for lighting up the tarmac, not a hope.
