Hi all I have recently picked up a 2013 f30 with adaptive m sport suspension when reaching in the wheel well to feel how much tread is on the tyres I was surprised to see that the bottom of the shock/ spring plate was only a fingers width from the tyre on both sides is this normal ?

I have a 320i M Sport with adaptive M Sport suspension (registered Dec 2015). I have just been out to my car to check. I assume you are talking about the front tyres, at the top of the tyre. The bottom of my spring plate actually overhangs over the inner tyre tread and as you say is only a fingers width away from the tyre, so it looks like it is entirely normal.

See photos to confirm this is where you mean.
