i know this is off topic but why is exhaust noise such an issue and not every lifted truck with illegal lighting modifications that burn my eyeballs out. not saying either or is right.

a new thing ive learned it people find it acceptable to drive with their high beams on. such a victim complex..."but I couldn't see!!!!"

RPM's have nothing to do what I posted.
Revving past 4K in comfort mode will cause the valve to open so it will be louder. They may want to test the exhaust in sport mode also to see if it complies.
May is a word used in law that means about nothing until there is reason otherwise.

They don't do this in inspection of exhaust. Nothing is more strict then California CARB testing.

A long time ago when I lived in the people's republic of California I got a fix it ticket. It's totally the officers discretion. They don't carry around decibelometers. I had to buy one take it down to the police dept and get the officer to come outside and show him the reading. It took a while but he finally signed off on it. There are stipulations and I want to say you're supposed to take the reading at like 3000 rpm, but I can't remember.
