It is when the paint has a slightly rippled texture to it similar to the texture of an orange peel (hence the name) due to the clear coat not being perfectly smooth (almost impossible straight out of a paint gun). Most cars have some level of orange peel from the factory. Really cheap cars like KIA have pretty bad orange peel from the factory. You will also see cars that have been poorly repainted that have very bad orange peel to the point where the paint looks very textured and lacks depth and shine.
