I had one of these..I wrote back saying more than one person drives the car can they send proof of who was driving. They wrote back saying must provide details of everyone who drives the car. I wrote back explaining I refuse to do that on GPDR/consent.
That's the last I heard from them.

When you appeal never ever say you were the driver of the car.

Whilst withholding the drivers details might put them off enough to chase easier pray, in theory the change in the law gives them the opportunity to recover the charge from the registered keeper if they wish too, so its no longer a silver bullet.

I just wrote what happened - few sentences. They already were aware of the issue, I'm definitely not the first one to complain.
