What is the issue (cannot see from the pic).

Short answer is those lights don't *really* come apart and are meant to be disposable. You can cut the seams, do work and try to re-seal them. People have posted that they have did this on the forum.

Considering those stupid things are expensive, I'd go for the "butcher and seal" attempt first!

The black circular piece is not in place. It’s covering part of the low beam.

Ahh.. gotcha. I see you got a droopy eye!

I don't have a link to the threads that talk about it, but you can pull out the light, and cut the plastic-welded seam that holds the backs on.
