Comfort Access not working

Hey, since I've bought my F30 2016 comfort access isn't working. The door handles are correct, by vin it has this option, key has new battery and car shows no faults.

Is it possible that previous owner deleted it somehow?
If so how to turn it back on or even how to check if it's working?

Yes, that’s possible.
Many people are doing that for fear of theft of the car.

Deleting CA may help against electronic car theft, but it's not like a lock cylinder can defeat seasoned thieves equipped with lock decoders, among other things.
A steel steering wheel lock, however can be a potent deterrent against theft.
A higher end car would require further hardening measures, including, but not limited to kill switch
