With MOTION Map, vehicle must be operated at a minimum speed of 10 kmh for map data to install. Install process will start and stop as Vehicle speed rises and falls above 10 kmh threshold.

As for map failing at 76.4%, could be corrupt map data, but more likely CIC-MID Head Unit needs Firmware Update.
