you’d need to code it in with something like Bimmercode. There’s an option to enable air circulation memory, which will use the last setting set when you turn the car on

Your AC is not on. The AC panel is on. Not sure what you're asking...

On a hot day if I have my AC on and turn it off before turning off the car it will be on again next time. For it to remember that it was previously off you have to wait 15-20 seconds after turning it off before turning the car off.

^ this. Your a/c is not on. The green light over the a/c button is not lit. I leave my hvac system in manual mode 100% of the time and when I start my car it is in exactly the same state I left it in when I turned off the car. Including if I have turned the fan all the way off. It stays off. It has operated this way in every single one of my 3 Series. My E46, my E90, my first F30, my G20, and now my second F30. I have to admit I am always baffled by folks who report their hvac system does things they don’t want it to do.

My HVAC system would turn on every time I would start the car, regardless of how I left it the previous trip. I normally drive with it off and the windows down but had to turn it off every start. I had to use Bimmercode to keep it off.

I then found out, after the coding, you can turn the system off by holding the fan down button, regardless of fan speed.

Yes, without coding, your AUTO climate system will usually turn the blower on at each start up. If you have turned it off…then come back to the car after 15 min, then the system will turn back on at the LOWEST blower setting (just like in your pic)…and all you have to do to turn the system back off is press the OFF (on the fan speed button) ONCE…and the system is off again.

If you come back to the car within 15 minutes of shut down, then the system will remain off if it was off at shut down.

Again, if you don’t have coding software, all you have to do is press the fan speed button ONCE to turn the system back off if you don’t won’t the blower running and the system had been turned off on your previous time in the car.

Perhaps owners that find the IHKA system’s AUTO functions not to their liking…should consider a model that comes with the IHKR (manual) climate control system in the future. The IHKR system gives full control and will not come on automatically at start up.

IHKR Control Panel

Again, if you have coding software or an app like Bimmercode…you can select multiple coding parameters that can either remember the last setting or deactivate the auto start up in AUTO mode:
