Did you end up smogging the car without the secondary cat? I feel like it should be fine but I don't know if when they scan the car or plug the VIN in something will pop up informing them the car should have 2 cats for visual inspection. Realistically the OBDII shouldn't say anything is wrong, but i'm paranoid.

Unless they know what to look for under the car with a visual inspection and are expecting to see the secondary cat, removing it won't be found as the car doesn't report it through the ecu.
