I'm ex-directory and registered with TPS but still get occasional nuisance calls like this, simply because robo-diallers will work through a sequential list of numbers. First tactic when answering the phone is always to let the other party speak first - this sifts out all the robo-calls where their system is waiting to hear a human voice so it can connect an operator to the line. Usually you just stay silent and the call will disconnect after 2-3 seconds.
Also there's a handy site https://who-called.co.uk/ where you can check/report numbers that call you, if you're so inclined.

Any calls which are not recognised by my address book are simply answered "hello".
If it's an automated call (recorded script) or a live ambulance chaser, I just put the phone down and let them talk. The more money and time they waste on unprofitable calls, the more likely they are to go out of business.

Is it wrong that I take perverse enjoyment out of trying to annoy or keep scam callers on the line for as long as possible, especially Ambulance chasers.
1 - Pennyfathing road range - I was driven off the road by Henry Ford and sustained a broken ankle. It pains me in the winter, so it does (To be said in a Cockney accent) 2 - Last surviving astronaut of the challenger Space Shuttle crash, head injuries have lead me to believe I am Bilbo Baggins and can only count in base 6 which has hindered all prospects of promotion at the Bank of England. 3 - My favourite. Surviver of the Titanic but kept a purgatory time bubble shortly after being washed ashore off the coast of Cornwall which was burst by the the Japanese Yakuza after they got wind of my yodelling skills. They forced me to enter countless international Yodelling competitions where i reigned supreme for for 30 years however due to diminished lunge capacity I was unable to cross the road fast enough and was hit by Henry Ford on his Pennyfathing who time warped to the 21st century.
