It's free to transfer. The license can only be transferred once, so if you buy it off someone else you can never resell. The maps from the original owner are not transferrable, meaning you would be paying another $50 USD on top to unlock the OTS maps, but at least you get the benefit of that where ALL of them are unlocked. I was debating getting it used but in the end decided to get a new license because I plan to eventually get an F80 at some point. In that case I don't have to buy a new license. In the case where I don't get the F80 at least I can transfer in the future and get more money back than I would have saved buying it used.

I would agree. That's $550 for the license and all maps. You spend $600 for license and one included map, $650 for license and all maps, but the key thing here is the lack of transferability/resell. I would need to clarify if you can transfer (owner car #1 to #2) if you buy a used license. I know it's you can transfer cars once and/or sell once. If it's the latter, then I would say $350 to $400 is a more respectable price.
