what tools should be in the boot
all I have is locking wheel nut & tow hook, nothing els

I have those plus a jack, air pump, lug wrench, tire plug kit, can of fix a flat, flat head and phillips head screwdrivers, pliers and my Foxwell NT-510.

Factory my f31 also has a screwdriver. The handle is effectively a 10mm socket, and the reversible shaft is Phillips/flat.

But that’s it, no wrenches, pliers, spark plug tube wrench, etc etc anymore like the old days.

Makes you think that maybe BMW doesn't want you working on your car? Well, there's no maybe about it. OTOH if you have the skills to do your own work then you should have the tools as well.

The ol’ 2002 came with a nice proper toolkit. They covered most of what you’d need to do the care & maintenance yourself. Today the primary ‘tool’ included is a tow-hook.

And the owners manual showed you how to adjust the valves. Today it warns you not to drink the contents of the battery… lol

The mechanically-inclined are a dying breed.

My e34iT had everything there but the slip joint pliers… or it had them and I never used them.

The spark plug tool was excellent though. Used it every time I changed or checked plugs.

What else can really be fixed on site besides tires? You aren't generally going to change your spark plugs on the side of the road are you? A scan tool would be good.. most of us have smartphones, so an OBD2 cable or bluetooth dongle and appropriate app.

Bought an e39 jack, perfect slim jack for raising the F30. Then I have a small canvas tool bag with various road side tools including: mallet, needle nose plyers, Dynaplug tire repair kit, digital air pump, razor blades, gloves, extendable lug wrench, and a few other small bits and pieces.

all of this fits in the small compartment under the trunk floor.

OP, my car came with a screw driver (Philips, blade, 10mm, 8mm), tow hook, and disposable gloves.

I also keep a tire plug kit (gloves, pliers, knife, plugs, plug tools), factory jack kit (breaker, jack, torque wrench), cigarette lighter air compressor, and an emergency kit (Band-Aids, water, cliff bars, water filter, rope, knife, whistle, emergency blanket, CPR mask, headlamp). All of this fits in the spare spot under the trunk floor of my sedan.

I've never needed any of it.

I just bought an F31, and the previous owner appears to have removed most of the items from the various storage compartments in the rear cargo area. I see numerous cutouts in the rigid foam that appear to be designed to hold very specific items.

What items came stock from the factory in the rear cargo area (North America market, in my case)?

Pretty much nothing. No jack, no lug wrench. BMW's advice if you have a problem: call AAA.

And if you have the option for the boot divider it goes under the rearmost flap in the back. Or the cargo cover can go there. But not both at once and no place for the dog nets.

Thanks! I checked this weekend, and that's exactly what I have. I also found a first-aid kit with a BMW logo on it. I can only assume that the contents are the world's most expensive Band-Aids, unless, of course, Ferrari also equips their cars with said kits.

The band aids are because BMW thinks that BMW owners are putzes incapable of even wielding a screwdriver without cutting themselves. The lack of any other tools is their effort to keep you from doing worse damage to yourself. The tow hook is necessary have the car towed to your dealer for the slightest problem.
