Fuck! From your description I though it was going to be a little bump, he smacked that and you can hear the tyres screech as he carry's on dragging it. He looks like a totally shit driver, very erratic movements even when reversing in next to you.

NO WAY did he not realise he'd done that.

Unless I'm mistaken, because the incident occurred in a private car park rather than a public highway, this doesn't apply....??

Agree, he went above and beyond what would be expected of a witness there.
The only time I've ever done that was when someone clipped the wing mirror of my own car about 5 years ago.

I know of someone who was pursued under that provision for an incident in a supermarket car park.
