Splitter paint peeling

Hi. Wondering if anyone has any experience with a splitter where the paint is peeling with under warranty vehicle. I assume this should be covered right? It's a 2016 340i. Thanks for any advice.

Did you purchase it used? It's common for the dealers to repaint front & rear bumper covers before reselling them. Might be due to poor prep/an inferior job.
