Not just BMW. Every single car manufacturer. There is always a deviation and it always in the same direction (indication higher than actual).
Most likely done to conservatively avoid penalties / legal suites for speeding. The deviation on my Audi is even bigger (> 10 km/h for speed above 200 km/h)

Yes mine speedometer 100 km/h > 97 GPS, 200 > 195 GPS, 257 > 250 GPS, 290 > 281 GPS
I think with tailwind 300 Km/h on the speedometer is possible. It's amazing a non M car can reach those kind of speeds, that was super car territory not so long time ago. Quote:

I hit 140mph every time I run logs in 4th gear. I've just never felt the need to shift and see how much faster it can go
