Are all of these cables they use for the flashes essentially the same? Eg.) if I've bought the bimmergeeks one, will it work with the hextune, gintani, mhd, bm3 (eventually) etc?

The cables are inpa/kcan/dcan cables, you can find a bunch of them on ebay. The FTDI usb/serial is where most of the money is, if it's legit or not. The Bimmergeek Pro cables are around 45 + shipping$

Depends on the cable. For a cable like this that maps an OBD bus to a USB bus, circuitry is invariably involved. Higher speed would be achieved by using low latency semiconductors in said circuitry.

They modified it using a larger 5v 7805 regulator for more power, and replaced the usb/serial chip with an actual FTDI version. This is interfaced from the Android device to the FTDI over serial, which in turns communicates to the onboard microprocessor, and then talks CAN to the automotive DME.
