Once an activation code for BM3 is sent for a VIN its no longer brand new (activated/registered or not) ... 2nd owner can't transfer it.

There's never been an activation code or VIN assigned to the license.

I think the bigger issue is that it's hard for most people to understand how it's possible for a new license to be available from a non-dealer without ever having been registered. And with al the recent bm3 scams lately, people are being extra cautious with situations they don't understand.

Being cautious, I understand. If they were like can we meet in person or can we hop on a video call or can you provide an identification or something along those lines, that's reasonable. But the $100 and $200 offers though... I don't know if I'd call that being cautious as being the main motivation XD
