My understanding is that it actually downloads the whole map .zip file in your user / bmw / dl folder (Windows). it's just the verification failing on the BMW download manager screen.

in the past I have copied the file directly from this location onto the USB and it installs just fine on the car.

I tried to download the new 2019-2 a couple days back and got the validation failed error. but noticed the whole file in the location. I am going to give this a shot and will provide an update if it worked.

p.s. this is for users who have the manual USB update already paid for!
