Respray question.

Bumper is looking pretty bad these days from scrapes and road rash. Do paint shops these days remove the bumper for reconditioning and respray?

Considering how easy it is to remove most probably do for a full refinishing.

A good shop will.

A good shop will blend the new paint into the surrounding panels so there's no obvious color differences.
